Draft Law on Amendments to the Law on Free Zones submitted to the Parliament for discussion in the autumn session

In accordance with the “Guidelines for Improving the Laws and Regulations of Mongolia until 2024” approved by the Parliament Resolution No. 12 of 2021, a draft law on amending the Law on Free Zones was developed and  Member of the Parliament and Deputy Prime Minister of Mongolia S.Amarsaikhan and other parliament members  B.Choijilsuren, B.Delgersaikhan, T.Enkhtuvshin, and T.Aubakir submitted to the Speaker of the Parliament G.Zandanshatar.

The draft law provides for technical changes in addition to the elimination of inconsistencies between the terminology and the provisions of the Free Zone Law.

After the adoption of the draft law on amendments to the Law on Free Zones, Agreement between the Government of Mongolia and the Government of the People’s Republic of China on the establishment of the Zamiin-Uud and Erlian Economic Cooperation Zones which was signed in 2019,  it will be ratified by the State Great Hural.

In addition, the adoption of the draft law on amendments to the Law on Free Zones is important for creating a favorable legal environment for citizens, business entities, and investors who will be operating in the free zone.

The Government of Mongolia has been paying special attention to intensifying the activities of the “Zamiin-Uud” free zone and has been implementing it in stages, and since August 2021, it has been transferred to a permanent operation.

 Roads, communication and signaling, water supply, sewerage, power supply, and heating plant buildings were built in the “Zamiin-Uud” free zone. On September 27, 2021, the thermal plant was fully commissioned and started to provide heat to the residents of Zamiin-Uud soum.

Preparations are also underway for the commissioning of a sewage treatment plant in October and a water treatment plant in November. In addition, we are addressing infrastructure supply issues, such as the full supply of electricity to citizens and businesses operating in the free zone within the first quarter of next year.

Thus, the activities of the “Zamiin-Uud” free zone, which has been stalled for many years, are intensifying, the supply of infrastructure is improving, and a favorable legal and investment environment is being created.
