Workshop Meeting

A meeting of the workshop is responsible for drafting the Bill on Amendments to the Law on Free Zones and preparing it for submission to the Cabinet meeting of the Government of Mongolia was held on September 15, 2025, at the conference hall of the Capital City Emergency Management Department.

The meeting was opened with remarks by B. Batbyamba, Senior Adviser to the Deputy Prime Minister and Head of the Working Office.

Representatives from the Deputy Prime Minister’s Office and the Zamiin-Uud, Altanbulag, Tsagaannuur, and Khushig Valley economic free zones attended the meeting and expressed their positions.

During the meeting, the following presentations and discussions were conducted:

  • An overview on preparing the draft amendments to the Law on Free Zones and arrangements for submitting it to the Government meeting, delivered by B. Batbyamba, Senior Adviser to the Deputy Prime Minister and Head of the Working Office;
  • A presentation on Free Zone Development and the Need for Amendments to the Law on Free Zones, delivered by the workshop of the Deputy Prime Minister’s Office;
  • An analysis of the preliminary research report on the necessity of amendments to the Law on Free Zones, along with additional proposals, presented by specialists D. Khulan, B. Ganchuluun, and T. Tserensodnom;
  • A summary of research findings and conclusions on free zone management development, presented by D. Damdintseren, Governor of the Zamiin-Uud Free Zone;
  • A discussion on Free Zone Development and the Legal and Regulatory Environment, moderated by advisor Kh. Oyuntsimeg.

Within the framework of the conceptual approach to the proposed legal amendments, opinions and suggestions were collected from all participants attending the meeting.

At the conclusion of the meeting, participants noted the challenges faced in the subsequent stages of approving the amendments to the Law on Free Zones and discussed the issues that require joint deliberation and resolution, as well as the measures to be taken going forward.
