The Second Meeting of the Joint Executive Committee

In accordance with the Agreement between the Government of Mongolia and the Government of the People’s Republic of China on the Establishment of the Mongolia – China Zamiin-Uud -Erenhot Economic Cooperation Zone, the first meeting of the Joint Executive Committee of the Zamiin-Uud – Erenhot Economic Cooperation Zone was held on October 16, 2024, in Hohhot, Inner Mongolia Autonomous Region of the People’s Republic of China.

The second meeting of the Joint Executive Committee was held in Mongolia on October 29, 2025.

The meeting was attended, on the Mongolian side, by B.Batbyamba, Senior Adviser to the Deputy Prime Minister, Head of the Working Office, and Chair of the Joint Executive Committee, and on the Chinese side by Guo Zhouming, Deputy Director of the Department of Commerce of the Inner Mongolia Autonomous Region. More than 20 senior officials from relevant ministries and agencies of both sides participated in the meeting.

During the meeting, the two sides made presentations and exchanged information on the current status of the free zone, infrastructure development, investment, and the implementation of issues discussed at the first meeting. They also noted that both sides had completed their respective domestic procedures for approving the Master Plan for the Joint Development of the Economic Cooperation Zone.

At the conclusion of the meeting, the two sides discussed and agreed on the following issues and confirmed them by signing the meeting minutes:

  • The implementation of tasks set out in the minutes of the first meeting of the Joint Executive Committee;
  • The progress of construction works of the Mongolia – China Zamiin-Uud – Erenhot Economic Cooperation Zone;
  • Issues related to the coordinated and integrated development of industrial zones on both sides of the Mongolia – China Zamiin – Uud – Erenhot Economic Cooperation Zone.

The two sides agreed to hold the third meeting of the Joint Executive Committee in 2026 in the People’s Republic of China.
